On Thursday, President Biden will inform the government of initial steps on firearms safety and the nomination of a leading defender of arms safety to lead the Bureau of Alcohol, Tobacco, Firearms and Explosives.
The movements predicted on Wednesday night by a senior government official, following recent high-profile mass shootings, put additional pressure on Biden to deal with gun violence.
Biden will announce that the Department of Justice will pursue two new regulations: one for the control of the proliferation of so called ghost guns, weapons which lack serial numbers and, in some instances, can be constructed at home.
Biden also plans to appoint David Chipman as Director of ATF. Chipman, who served 25 years as a special agent for ATF, is a senior policy advisor for Giffords, a gun security group led by former Arizona rep. Gabrielle Giffords, who became a lawyer after being gravely wounded in a 2011 mass shooting.
Shannon Watts, founder of Moms Demand Action, praised Chipman for being her top choice for the job. “ATF is indeed the key agency which enforces the laws of our nation. And in order to do this, it needs to have a confirmed director and to do the best it can. But since 2015, it has not had a confirmed director “Watts told NPR about it.
There was little information on the proposed regulations for ghost guns and stabilising braces on Wednesday. The Department of Justice is set to submit the proposals in the space of 30 days and is open to comment through the regular federal rulemaking process prior to their conclusion and implementation.
Gun Safety Groups praised the proposed move on fantasy weapons. “They are sold in kits across this country—no background check, no serialisation,” Brady United president Kris Brown told an interview. “They are used in crimes throughout the country. They are purchased and used in record numbers for crimes.”
Shannon Watts, Moms Demand Action’s founder, praised Chipman as her leading job choice. “ATF is in fact the key enforcement agency of our nation’s laws and to this end it must be a confirmed director and do everything possible. Since 2015, however, it has not had a confirmed director,” Watts told NPR.

Advocacy groups that push the government to act in Georgia and Colorado following mass shots are expected to attend the announcement Thursday, as are community groups that are pressing for more attention on weapon violence as a result of the public health crisis.

The administration’s actions were slammed by House Republican leader Kevin McCarthy.
“President Biden will announce his attempts by executive fiat to trample on our constitutional 2A rights,” McCarthy from California tweeted. “He is soft about crime, but he violates the rights of citizens who respect law. I’m not going to stand for it. And neither will the Republicans of the House. Follow the Constitution! Follow the Constitution!”
Biden will announce a number of smaller measures in addition to the regulations of the Justice Department on fantasy weapons and stabilising braces. Five agencies will modify 26 programmes to free the Community intervention programmes for violence, the official said. The official said. The Department of Justice will publish model legislation for States to propose their own “red flag” laws to temporarily remove weapons from people who are considered a danger to themselves or to others. The Department of Justice will also be working on a comprehensive report on arms trafficking, something that it has not done since 2000, to update the information of legislators.
Biden has also put around $5 billion into his $2 trillion job and infrastructure plan to support community-based violence prevention programmes.
Biden urged the Senate to adopt a democratically governed legislation, which would require stricter background checks for all weapons sales and transfers, giving the FBI more time to do so.
Biden himself was active as Senator in banning so-called assault weapons, a ban that expired after 10 years, and the Brady Law, which requires background checks on most purchases of weapons but not all of them.
As Vice president, he was in charge of the effort of former President Barack Obama to expand background controls following the 2012 shootings at Sandy Hook Elementary in Connecticut.
